Dr. Leung graduated from Diploma in Computing Studies and Higher Diploma in Computing Studies in 1985 and 1987 respectively from the Department of Computing at PolyU. He received his M.Phil and Ph.D in 1992 and 1997 respectively from The University of Hong Kong where his Ph.D. research was conducted at the United Nationals University International Institute of Software Technology. Dr. Leung had been a faculty member at his Alma Mater, the Department of Computing, Hong Kong Polytechnic University, between 1989 and 1998. He joined the Vocational Training Council in 1998 and has been the head of several IT departments and technology transfer unit of the Hong Kong Institute of Vocational Education since then.

Dr. Leung is a good example of contributing his IT professional knowledge and services all rounded locally and internationally significantly. He was one of the 3 project managers at The University of Hong Kong responsible for the development of all the software for the subject ‘Computer Literacy’ when this subject was first introduced in HK secondary schools in 1989. In 1998, he led the IEEE HK Section Computer Society Chapter, the largest computer society in HK by that time, and won the World Most Outstanding Computer Society Chapter Award of the IEEE Computer Society which is the largest computer society in the world. This was the first IEEE Most Outstanding Chapter Award won by HK. He also contributed to lobby the HKSAR Government and Chinese Government to include IT as one of the functional constituency in the Legislative Council and set up of the Innovation Technology Fund. Dr. Leung, jointly with academia of Australia, Japan, Korea, Singapore and Taiwan, established the Asia Pacific Software Engineering Conference in 1992. The mission of this international conference is to promote and advance software engineering research in Asia-Pacific region. Dr. Leung has served in the Steering Committee of the conference since then and brought the conference to Hong Kong in 1997 and 2012.

Dr. Leung is also an outstanding achiever in applied research and technology transfer. His researches cover different areas such as Mobile Positioning, Internet of Things and Secure Workflow Systems. Dr. Leung has invented the world's most accurate mobile phone positioning method, and has also come up with good accomplishments in 3-dimensional Obstructed Environment WiFi (indoor / outdoor) positioning, directional RFID positioning and 3-dimensional RFID positioning. These results have been adopted by industries such as the Yantian International Container Terminals. Dr. Leung’s researches have been frequently reported by media, invited to show case in international exhibitions, reported in invited seminars, as well as implemented in corporate locally and overseas. He is also frequently interviewed by media providing professional comments on different IT matters.
